Yes, it is very much possible to use magick to increase learning, understanding and intellect. This can be done through the runes for an example, which are great!
Kenaz, Mannaz and Dagaz are excellent runes to use for this purpose (link below). You can either use all three of them, or just one or two. If one or two, I'd suggest you you choose Mannaz (increases intellect, strengthens memory) and Sowilo (strengthens the rune(s) it is combined with).
